Britain and France Will Dispatch Military Personnel to Ukraine in the event that a Peace Agreement is Finalized

Placeholder Diplomatic Meeting

The UK and France have inked a declaration of intent concerning the positioning of military forces in Ukraine should a peace deal be struck with Russia, the British leader, Sir Keir Starmer, has stated.

Subsequent to discussions with Kyiv's partners in the French capital, he noted that the two nations would "set up operational bases in various parts of Ukraine and build protected facilities for weapons and equipment" to deter any subsequent attack.

The allied nations also put forward that the US would play the primary role in overseeing a ceasefire.

Russia has on multiple occasions cautioned that any foreign troops in Ukraine would be considered a "acceptable aim", but has so far not responded on this new announcement.

The Situation and Ongoing Hostilities

The Kremlin's head Vladimir Putin began a major offensive of Ukraine in February 2022, and Russia at this time holds about 20% of the country's land.

"This constitutes a crucial element of our vow to be alongside Ukraine for the long-term," stated Starmer.

Top officials and top officials from the "Coalition of the Willing" took part in the recent discussions.

He stated at a shared media briefing, Starmer noted: "It paves the way for the juridical structure under which British, French, and partner forces could work on the ground in Ukraine, defending Ukraine's skies and seas, and restoring Ukraine's defense capabilities for the future."

The PM added that the UK would take part in any Washington-directed verification of a possible cessation of hostilities.

Protection Pledges and Diplomatic Positions

Top Washington representative Steve Witkoff remarked that "long-term defense assurances and substantial economic promises are vital to a permanent resolution" in Ukraine – mentioning a key requirement made by the Ukrainian government.

The negotiator noted the partner nations had "substantially agreed on" their work on agreeing such pledges "to ensure the citizens of Ukraine know that when this war ends, it ends for good."

Donald Trump's son-in-law, US President Donald Trump's special envoy, also took part in the negotiations.

Meanwhile, President Macron Emmanuel Macron said that Ukraine's supporters had made "considerable progress" at the negotiations.

He noted that "robust" safety pledges for the Ukrainian government had been reached in the case of a possible ceasefire.

President Volodymyr Zelensky stated that a "significant development" had been made in the talks, but added that he would only consider efforts to be "adequate" if they led to the cessation of the fighting.

Last week, the Ukrainian leader suggested a settlement was "mostly finalized". Agreeing on the remaining 10% would "shape the future of the agreement, the fate of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and security guarantees have been at the heart of ongoing disputes for diplomats.
  • Moscow has often said that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas or Russia will take control, rejecting any compromise over how to finish the war.
  • Zelensky has so far rejected surrendering any territory, but has floated the idea that Ukraine could withdraw its forces to an mutually accepted point – but only if Russia does the same.

Russia presently holds approximately 75% of the Donetsk region and around 99% of the bordering Luhansk. The two regions form the heartland of Donbas.

The original US-led 28-point framework that was extensively reported to the media last year was seen by Kyiv and its EU supporters as being heavily skewed in Moscow's favor.

This sparked weeks of intensive negotiations – with Ukraine, the US and European leaders trying to revise the proposal.

Recently, Ukraine presented the US an new 20-point plan – as well as distinct documents outlining prospective security guarantees and provisions for Ukraine's reconstruction, he said.
